摘要: A strong intern dynamic characterizes towns, a very high spatial heterogeneity of their elements, their 3D geometric shapes (horizontal and vertical) inducing shadows, and their large variety of materials. These characteristics make the collection of information of land surface properties and urban descriptors more delicate. Due to the enhancement of spatial to deepen the observation of urban areas. Nevertheless, such a type of sensors would not contribute to the characterization of the urban land surface properties (chemical composition of materials, species of vegetation, quality of soils, etc.). They and show great potentials might consider Hyperspectral imagery capacities as providing useful products but it becomes mandatory to define which type of information these different sensors can deliver. The ANR HYEP project has the purpose to demonstrate the benefit of a second generation of hyperspectral space borne mission characterized by a high spatial resolution (8m GSD) and a high temporal revisit. After a detailed description of the motivation of such a proposal, applications are given focused on urban vegetation, sealed and impervious areas, solar panel area estimation.

摘要: In this paper, an efficient and accurate multilevel change detection method is presented, achieved by the combination of an unsupervised object-based correlation analysis and a supervised post-classification comparison. Before the change detection procedure, fast multitemporal segmentation is applied to provide object-level information on two registered images. Then the proposed object-based correlation analysis method is used to extract the potential changed areas efficiently and stably, which improves the accuracy of overall performance. Notably, all the procedures are highly automatic except for the necessary selection of training examples within all supervised algorithms. The experimental results demonstrate the superior performance of our method compared with the four typical state-of-the-art change detection methods.

摘要: An inductance calibration system for standard inductors based on a Maxwell-Wien bridge has been constructed at Saudi Standards Metrology and Quality Organization, National Measurement and Calibration Center (SASO NMCC). Expanded measurement uncertainty has been estimated to be less than 20 μH/H for 100 mH inductance at 1 kHz. A bilateral comparison between SASO NMCC and TüB?TAK UME has been performed in order to evaluate the performance of the calibration system.

摘要: A 10 V programmable Josephson voltage standard (PJVS) was developed at VNIIM on the basis of a Supracon 10 V chip. The current margins for the ?rst Josephson step are close to 1 mA. This programmable system was directly compared with a conventional dc Josephson voltage standard (JVS) based on 10 V PTB chip in the range from 1 mV to 10 V.

摘要: When calibrating with the direct comparison method, the source reflection coefficient can be calculated by using the scattering parameters of the three-port device, and the mismatch factor and its uncertainty can be calculated by Monte Carlo method (MCM). Moreover, compared to the common method used by calibration laboratories that assuming the mismatch factor as 1, MCM will greatly reduce the uncertainty introduced by mismatch.

摘要: This paper describes how the Time and Frequency Laboratory of CENAMEP is preparing its process to use the SIM Time Network Bilateral Comparison as backup link to demonstrate the traceability to UTC for his calibration and dissemination services following the CCTF-WGMRA Guideline 9: CCTF criteria for obtaining traceability in Time and Frequency, and the procedures and uncertainty estimation explained in this document can be used as example for other Time and Frequency laboratories in SIM region that have similar characteristics as CENAMEP AIP, and are seeking to demonstrate traceability using the SIM Time Network.

As an example, the approach is applied to key comparison COOMET.EM–K5.

摘要: A well-known 3458A based digital sampling wattmeter was for power and harmonics measurements at SASO NMCC. Its compact design and synchronized to the power source makes the standard unique for the calibrations needed by nationwide laboratories and industry. 40 ppm and 200 ppm are the first estimations in measurement uncertainties for power and harmonics, respectively. And, the first power comparison was organized under GULFMET.EM-S2 in order to evaluate the performance of the standard.

摘要: BIPM has conducted a few pilot studies to investigate the possibility of extending the protocol of the BIPM program of on-site DC Josephson Voltage Standard comparisons (BIPM.EM-K10.b) to AC voltages. On-site indirect comparisons have been performed for AC low frequency sinewaves, at 1 V and 6.5 V rms, using the new BIPM Programmable Josephson Voltage Standard and the differential sampling method. A relative agreement within a few parts in 107 can typically be achieved using a commercial calibrator as a transfer standard. The noise of the phase locking process appears to be the limiting factor. We have been investigating other AC generators as possible candidates for an accurate transfer standard.

摘要: Three inductance imitator models of 100 mH being four-terminal networks with 4TP definition were developed. The devices are suitable for shipment by any means of transport. Main characteristics of the imitators were compared with those of 100-mH inductance standard EI-2 (analogue of GR1482-L) from VNIIM group standard. The experimental results confirm feasibility of 100-mH inductance standard comparisons by using the inductance imitators instead of the commonly used standards with toroidal windings.
