The system’s viability can be enhanced when the adjustment factor is not considered, indicating that a change in the institutional policy could be beneficial and boost distributed generation in the Brazilian public sector. The simulation based on NPV criteria reinforced the economic suitability of the project, indicating viability possibilities higher than 92%. PV plants can play an important role in contributing to lower operating costs and greater stability of the electrical system by supplying part of the required load demand.

The study is dependent on the SELIC rate, which can present a hindrance to implementing PV generation in the public sector, since this parameter is expected to increase in the coming years. OPEX also has a great influence on the system’s viability.
