研究目的
To determine the reasons for the implementation problems of PV power application policies in China and to seek solutions.
研究成果
The study concluded that supply-type and environment-type policies are widely used, making up almost 80% of the total. To fully enable the market’s role, it is necessary to reinforce demand-type policies and improve green certification transactions. The government relies too much on the state’s macroeconomic control and does not fully play the role of “invisible hand” in PV power applications.
研究不足
The analysis focused on national-level policies related to PV power generation application, and did not consider provincial and municipal policies. Researching provincial and municipal policies is difficult due to incomplete information on government websites.
1:Experimental Design and Method Selection:
The study used content analysis to summarize existing PV power application policies and established a two-dimensional framework to analyze these policies.
2:Sample Selection and Data Sources:
Policy texts were downloaded from official websites, including The State Council, The National Development and Reform Commission (NDRC), National Energy Administration (NEA), Ministry of Finance (MOF), and Ministry of Science and Technology (MOST).
3:List of Experimental Equipment and Materials:
Not applicable.
4:Experimental Procedures and Operational Workflow:
The study applied a two-dimensional framework from the dimensions of policy instrument and project lifecycle to analyze PV power generation policies.
5:Data Analysis Methods:
The analysis involved counting and categorizing policy instruments and analyzing them across the project lifecycle stages.
