The proposed SNR BIA mechanism significantly improves the achievable sum rate and effective DoF in multi-cell networks under finite SNR conditions, demonstrating robustness to user mobility and outperforming existing BIA mechanisms.

The study focuses on a two-cell network scenario and assumes block-fading channels with i.i.d. distributions. The performance under more complex network scenarios or different channel conditions is not explored.
